SQL is a language while oracle is RDBMS.Basically you write the SQL query into interface provided by Oracle (SQL* loader ) which compiled and execute by oracle DataBase Engine.

SQL is a "structured Query Language" which is used for querying the different databases. SQL Server is a relational database. Oracle is a object oriented database.

SQL is a “Structured Query Language” which is English based. PL/SQL (Procedural Language) or TSQL (Transactional) are extension to SQL.

SQL is a nonprocedural language. Oracle produces a procedural version of SQL which it calls PL/SQL.

SQL needs to be supported by all by every major database system in use today, including MySQL, PostgreSQL, Berkeley DB, Oracle, DB2 and Microsoft SQL.

If SQL then it's a part of Oracle. If MS SQL or My SQL then all are different products. In oracle the sql is called PL-SQL and MS SQL it's called T-SQL.
