Communication is both evolving and dynamic in nature, and hence it can't be complete in nature. For marketing purposes an efficient communicator tailors the communication in such a way that the evolving nature of it always controlled. But it still is dynamic.
Communication is NOT full strategy wise always. Yes. But the ultimate result of communication is FULL. i.e. the process of "understanding" what is communicated". It has to be complete and full strategy wise. Else marketing fails in the long run. Branding goes topsy turvey. Permission Marketing comes never near. The aftermath of a failed communication, strategy-wise, is a permanent one.
I hope you understood the crux of your doubt.
Simply put
Unless you dont UNDERSTAND what is communicated, it can't be full strategy wise.
