I think no.Chocking in coal bunkers /raw feeders is due moisture contents & size(some times coal from  mines contents dust) .This chocking problem is observed mostly in rainy season.If coal quality is poor in primary crusher in coal handling plant shoot also get Jamed.

There is absolutely no relation between ash content in coal and bunkers/chutes/feeders jamming at all.Jamming is mainly due to moisture content in coal( most often occurs during rainy season) and because of coal size.
