This is not an industry standard, it is a company standard. Independent insurance agents typically work with a handful of insurance companies (typically only one for each line of business), and know how to calculate premiums without consulting the insurance company directly. Your insurance agent uses this knowledge to give you coverage on the spot, an insurance policy that has not yet been reported to the insurance company is said to be in "bindered" status.
