Is this a case of 'greed is not good'?or is it a case of 'all illegal activities that are done in the dark will come to light'?or is it both?

I feel its a matter of Greed.

There are lot of illegal activities which dont see the light of the day. Some are by chance exposed, some other by tip and few carry on.

There seems to be a difficulty in having a fool proof system due to the nature of business.
