I agree. it is not fair to comment without reading the report. All we know is what we have read in news papers. However, we have been reading about BIAL in news papers for a long time. The report has come in only now. Earlier view was that BIAL had become a private partnership in the guise of PPP. When a project is approved, it is announced as a PPP. However, the government accepts many clauses which favour private interest and not public interest. Once the project is implemented, the private party makes use of these clauses to the detriment of public interest. We have seen this in Bangalore Mysore corridor. I feel we should view the report in the light of my above observation.
