For startups it's always differnt ball game while framing policies. In my opinion, it is better that your company's policies be customized to reflect your industry and geographic location & the nature of work your company demands. Take few days and right down every step of every task. Then combine all the procedures in a manual in word.
Anyways few policies to consider are:
1. Human Resource Planning and Recruitment & Appointment Policy
2. Induction and Orientation Policy
3. Training & Development Policy
4. Performance Management Policy
5. Increment Policy
6. Employee Discipline Policy
7. Griviance Redressal Policy
8. Employee Health Policy
9. Employee Safety Policy
10. Personnel File Policy
11. Credential Verification Policy
12. Employee Welfare Policy (incl Maternity Benefits policy, other celebrations, subsidized meals, bank a/c, etc…)
13. Conveyance Policy
14. Dress Code Policy
15. Accommodation Policy
16. Employee Rights & Responsibilities
17. Resignation Policy
18. Leave Policy (including compensatory off policy)
19. Punctuality & Attendance Guidelines
20. Probation & Confirmation Guidelines
