each project and each company has different situation so i feel only universal formula is sincerity from management and fixing of clear responsibility ..
If we consider the word "Control", then definitely "YES" as it is redefined from "monitoring results" to "making things happen" in LEAN. And once it (making things happen) becomes mantra in your organisation, you are really not worried about "Control". See, that's how you become lean...!
common sense and good planning with most important people management skills. If we can't handle people no amount of Lean will work. We tend to copy paste several new\old concepts inspired by the success stories, we think they would work in our organization. Each environment is different and each individual is too, how to deal with them, can be decided through your planning and commonsensical approach.
