At the turn of the century, countries in Latin America and the Caribbean confront major policy challenges regarding their pattern of integration into a globalizing world economy. The management of these challenges will be a key ingredient in countries' development strategies, defining the rules of the game governing the commercial, and even political, interaction among countries in the region and with the rest of the world. These challenges arise as growing regionalism around the world parallels the process of globalization. Today's regionalism differs fundamentally from the old regionalism of the 1960s and 1970s, in that it combines reciprocal trade agreements (increasingly with industrialized countries) with unilateral opening and liberalization at the multilateral level. In this context, the creation of the Free Trade Area of the Americas (FTAA), new reciprocal agreements with the EU and Asia, in conjunction with the deepening of subregional integration represent major opportunities for the countries of our region, but they may also pose important challenges. This seminar discussed the current state and prospects for regional integration in Latin America, and took a closer look at some key issues associated with this process: market access, the interaction of integration and exchange rate policy, and the impact of integration on foreign direct investment.
