Moving Foreing Currency to India - Rebate on Income tax

My Question is on Outsourcing part. Most of IT Developers work for Foreign Companies and moving foreign currency to India. Shouldn't be they get rebate of Income Tax as they growing Indian economy? Let me know your opinion.

The rebate system is already there but it's not for Individuals, it's for IT companies only.
