Construction industry suffers from capacity constraints, lack of trained manpower and managerial skills with performance much below international level. Though there are islands of excellence in a sea of mediocrity, companies must become global players by modernising, intensive training of their manpower, enhancing their turnover and change of mindset. The industry is starved of finance. Small and medium contractors do not have the wherewithal to upgrade their capability, both hard and soft, to undertake high value time bound projects. FIDIC conditions are not being rigorously followed and the contract agreements continue to be heavily loaded in favour of the owner/client. Quality, safety, environment and social aspects are also not being addressed appropriately.

I think no body can accpet infirror quality construction and quality have to be required standard but offcourse Indian standard may not match to International standard. So inorder to achive International standards the construction companies have to pull international workers so that the International standards can be achived. Regarding the saftey point of view also International safety constraints are very stringent compare to Indian safety standards for which the construction companies have to invest more money to achive the international safety consrtaints.

FIDIC guideline is a model guideline and client by the virtue of being client tend to bend it to it's way ultimately they pay it's unfare to blame the client the contractors never object or refuse to quote they just load the contract accordingly. Further the compedition is so high and in our system the lowest bidder is never questioned due to procedual lead time and other administrative issue the contractor tends to take the risk of safety, environment and social aspect however I am sure quality is maintatined. Further, also note that the quality standard is set by the client and it's the client in cases who need to update
