there is any standard saying that perticulary cement consumption for all items

perticularly in concrete yes it is specified as per the grade and strength required, it can be modified as per the site and individual requirements.

It will be different at different sites & depending upon the demand of site, type of construction etc.

Also you can start collecting data from your ongoing sites, & at the end of your project you can calculate

co-efficient for different item & use that data , as guidelines for your future projects.

Cement Co oefficient for all works, is to be calculated as per IS norms considering the Mix proportion, thickness of joints, minimum qty of cement required etc.

However the same is readily available in DSR.
