Ideally, IT is a tool that helps business run smoothly and efficiently. True, IT provides tools to the organization. But IT is itself a tool, and must see itself as such.
The role of the CIO is to lead the company from the IT perspective. To place limits (boundaries) on the CIO's sphere of influence does as much good for the company as limiting the CFO to accounting.
