For the Efficeint Project MAnagement "MS Project 2007 " is used

Project Management Scheduling Tool - MS Project which could be used for Project Scheduling & Earned Value Management
For Preparing various Quality Control Charts.
Affinity List, Cause Effect, Pareto you could MS Excel
Refer WWW.SKYMARK.COM (Path Maker Tool) which will help
Brain Storming, Affinity Diagram, Cause &Effect, Pareto, Sensitivity etc.
For Quality Control - There is a software called Minitab which is very effective and efficient that could also ne used
Project Portfolio Management - PRIMAVERA, PROJECT CENTRAL, CLARITY, PLAN ARENA , IBM PORTFOLIO MANAGER, BORLAND has also come up with the tool - Also Refer WWW.INNOTAS.COM which has a PPM prodiuct
For Project Portfolio Management you could also refer EPM (ENTERPRISE PROJECT MANAGEMENT) tools from
