ITIL is quite viable. Initially the cost might seem to be very high but it has got it's very strong advantages:

1) Best practices in IT service management documented (Based on real life experiences)

2) Strong emphasis on the Process Life Cycle

3) ITIL provides a guideline to practice and you can subsequently build it around an ISO standard (Base being ISO 9001:2000 and Certification being ISO 20000).

4) Strong acceptability of ITIL Compliant processes by the Industry in general.

Actually if you go through ITIL, they are pure common sense guidelines for IT management. There are few modules which are time and cost consuming and it is a Top Management decision to what extent the CMDB has to be populated to offer; a basic or a comprehensive solution. End of the day, it has to benefit the customer, improve your operational efficiency and has to enhance the revenue realization of the IM Service being offered.

I have been personally involved in implementing these processes in my previous organizations and ITIL/ BS 15000 have really provided lot of organizational benefit in reducing the overall cost of operations.

Implementing ITIL based IMS to the level of maturity to reach ISO 20000 complaince & practice it faithfully, needs ITSM Process Matuirty for the Organization, including, ways to correctly track inventories.

The effort, involvement, consensus and tool costs are undoubtedly high but the benefits of improving the Quality of Service, and, better SLA compliance provides a direct ROI.

One of the biggest problems confronting Developed countries and their businesses is that there is a huge backlog of 1.5 billion workers in India and China which can be drawn upon for the next 10-15 years as a source of cheap labor at a fraction of Developed economies labor costs. Since for many goods, the labor costs comprises 35-65% per cent of total manufacturing costs that means manufacturing is going the way of the Dodos in Developed country after Developed country.

But it does not have to be.

And that is one of many design and development ideas that is at the root of Subject To Change. One of the ideas presented is Continuous Customization of a product - so customers remain loyal to those who can do their desired customizations. Another idea is to produce a full spectrum of products and services - chunks of which are produced by the lowest cost Asian producers - and then final assembled for the largest value add to the customer - including support services. Its like Agile Development with Open Source approach to software. And why not - the techniques have been tested in the tough crucible of IT development.

And in fact, that is the appeal of this book. It looks at innovation from a combination of the customers and Systems viewpoints rather than the marketing manipulation/spin of traditional approaches.
