We do it by empirical methods; can anyone advise on practice in benchmarking systems/standards!

It depends upon the nature of activities involved.

1) Listing down each elemental activity involved from beginning to end and doing time motion and method studies on different set of individual.

2) Identifying the NVAs(non value added activities), process improvement at different operation stages targetting the operation time. 

3) Based on optimised conditions at each individual stage of operation. Operation time at individual stage is finalised and cycle time defined. Same can be plotted & analysed with the help of charts facility in excel.

IT DEPENDS ON THE COMPLETION TIME OF PROJECT,BECAUSE ACCORDING TO THE COMPLETION PERIOD ALL THE TIME FOR THE COMPLETION OF EACH AND EVERY ACTIVITY IS FIXED AND ACCORDINGLY MANPOWER REQUIREMENT IS CALCULATED ON EXPERIENCE BASED.

The best method of calculating man hours required for job is experience and time study of activity. Depute your average employee on job and calculate the time he takes in completing job.

What is the best method of estimating the manhours required/spent for project engineers and secondary staff for a project?
1. Experience from simillar projects already completed.
2. Data bases already prepared by engineering organisations.
3. Estimate for the new projects- based on the detailed brocken down activity planning and computation of the required man hours  considering information from item 1 & 2 above.
4. Judgement, assumptions and approximations also required in certain cases.

Hi, Rabinder

This is an attempt to answer your question, however I am not sure that the answer is as relevent as required by you.

What we are practicing is NORMS / POINTS based deployment of man power. The same is derived by time and motion study of entire jobs being done by the operators at work. The said job is devided in to number of activities and the same activities are assigned some norm points based on duration for the same. Eg. Activity of berrel filling is taking almost entire shift to empty out reactor. so the norm point to fill one barrel is ~2.0, so he has to fill 40 barrels in a shift that contributes to ~80 point work.
