Though this is an age of specialization,  HR is still mainly a multi-disciplinary area. If only we look for the fundamental skill for a HR professional, it is undoubtedly Skill in Human Relations. This includes broadly the skills of Leadership, Team Building and Management, Initiative and Planning, Communication and Motivation.
