May be you are comparing BSPs with RTOS systems.
Any embedded that doesn’t have RTOS in it, can be like some optimized codec,
device driver or a BSP (Board Support Package) that is developed for a
particular platform.

Embedded Systems are single functioned system like MP3 player is only use to play songs.So embedded systems are also known as dedicated system.It depends on type of application,where real time constraints are required or not.If it is required then we can take help from RTOS to manage real time constraint.So if there is no RTOS,it doesn't mean that it is not embedded system.Mostly in complicated systems like Set-top box,mobile,etc some RTOS are running to handle the real time requirements.
