Hi Bhushan,
There are three questions tat you should ask and they would help you find answer to your question. These are;
Ques 1) Who designs a UI?
Ques 2) Who is the judge?
Ques 3) Good methodology before coding?
If you can answer these three you will get answers to all your questions.

Try this out;
Before coding, you can do use case mock up and walk through sessions.
That is:
- Identify the Use case.
- Identify the business process or steps used to resolve the issue.
- Create a mock up of the user interface
- Evaluate the steps and how easy it was to solve the problem.
