Manpower Estimates depend on only two factors:-
1. Market Rate - very directly available on market analysis / survey
2. Productivity Rate - available in CPWD standards - Delhi Schedule of rates
But productivity Rate in reality inturn is depends on the following:
1. Skill Level of Workforces
2. Availability of Material and information to work with
3. Quality measures and Workmanship expected
4. Safety measures in place
5. Risk Factor
6. Environmental Factors
Thus a judicious productivity rate to be assumed for calculating MANPOWER Estimates in a project..!!!
Almost all Central Government Departments have their own Schedule of Rates.Apart from that ,all State Governments have updated list of minimum wages/labor rates according to nature of works.Following these schedule of rates may partially help,but not accurately as to satisfy the questionnaire.The best and accurate methodology is to carry out rate analysis of each activity taking help from these published basic data.This way one may obtain realistic man power estimation.

The manpower estimate consists of a listing of the number of direct labor man-days required to complete the various activities of a specific project. They are Builder (BU), Construction Electrician(CE), Equipment Operator (EO), Steelworker (SW),and Utilitiesman (UT).

The data for manpower estimation is job specific and region specific.
It also depend on the location of height of the work..Al ways the nature of the manpower estimation changes from Project manager to manager location to location.The location of work may be at restricted area where permits need be taken from time time in petrolium industry:polluted environment; defence establishment where passes to be renewed from time to time. It also depends onthe weather extremely hot or cold or rainy weather.
Every time it is a test to project executive to asses the manpower for the project works.There is no supplimant to the on ground knowledge of the project managers gained on the basis of their vast experience.
Time and motion study is the best way toarrive at the labour constants to assist in manpower estimation.
Yes the constants are very helpful in case of the machinary wherethe environmental influence is less and the estimate of the work hours can be near accurate.

It is very difficult to mention any standard and accuate method for estimating manpower as the requirement varies from site to site. It depends on the Project Manager, Site conditions, Quality of work.
Every project manger should maintain the trend record of productivity against manpower by weekly or monthly basis, this will be practical method to get accurate manpower requirement.
