I think there is no specific age limits or border where we call allow or not to have them money. So better give them whenever they want but always monitor ,,,for what they are spending.

Really an important thing to look into !!!

I think parents should help their children learn the importance and value of money first before they use it. So once the children is clear, we can give him some money and see how he is spending and for what purpose. If he spends properly then he can be give money to handle. Normally 18+ is the right age to give them money.

Actualya child don't require money at very tender age except may be his or her fees and books. Probably the right age for them to handle money is when they get into professional education. If they are given the feel for monay before when they are supposed to be concentrating and focused on their studies then it can distract them from it. They will become more addicted to wealth and the chances of them becoming money minded or an underworld Don is very high. Moreover the government should make sure that the citizen need not have to worry too much about making wealth by making it available as one progress through life so that  a child need not have to worry about making money. He will have the assurance that he will acquire them as life progresses. Thius probably is the way the economy and culture should be designed.
