The shoulder layer extends from that of sub base woth considerable slope on to the side which would drain out the water and there won't be anywater logging and thus protecting the road.there should be proper drainage to protect the road surface.

This is called sub surface drainage.
But I think you are talking about the extension of the Sub-base layer to shoulder. If it is so then, the idea behind is to provide outlet to water upto the side slope so that there is no possibility of its accumulation below or near the pavement. It is like providing a drain fro the median to the end of the shoulder.
