In many software companies, there is an open debate on which quality (Good Technical and analysis skills or good communication skills) of a person should be given high preference while assigning  him /her the role of Tech lead.

Vivek when you say leader itself means you should have all the qualities what you have mentioned. So it is fact  that to  be a technical leader you should have good technical skill and team working skill which are the most important skills expected by companies.
