I will say establish your factory and head office in TIRUPUR bcoz overhead charges will go down by 50% if ur managemnet was good and have  a branch office in NCR to deal with the agencies.

Depends on so many factors like:

1) closeness of raw material

2) access to infrastructure like rail and sea port if you are looking at exports also

3) availability of trained manpower - no point in having such a unit in Sikkim where they are not trained for this

4) advantage of govt. sops offered for your unit. Certain backward regions get tax holidays.

5) closeness to customer base. No point in transporting goods all the way from assam when your main customers are in the South

 These i would say are the main points to consider.
