Depends on so many factors. The type and size of the project, its interactions with the other systems, the expected hits, whether it is intra-company or accessible to the public or other entities, etc. There is no one size fits all answer to this question.

Friends, Open source is the best language for web base software development. But not PHP, WebBased means not a front end, it is a tool which can also interact with web 2.0 /web services. Orchestration of web services can be possible only with the Powerful language. It is Absolutely JAVA :). Remember database giant Oracle already taken Java, because of its perfectness.

Go with open source without any doubt. PHP is most widely used to develop most websites. Also content management systems use PHP widely. Wikipedia, wordpress, drupal, joomla, facebook all developed using PHP. Also apart from php, can consider python and ruby which are even easier to learn and faster languages. As ASP.NET is by microsoft and proprietary, you are locked to using visual studio and web expressions. In PHP there's so many development tools, I cannot list them all. So without thinking just go with LAMP stack. Linux, apache, mysql and php
