Many varied views have been expressed regarding selection of sub-contractor for big Projects. I would like to put a basic question- it is whose responsibility to select a sub-contractor - the owner or the Main Contractor. I feel , a debate on this will bring very clearly how a sub-contractor can be managed effectively & well.
Hi- It depend on the way the contract is written. If all the trades are included in the main contractor's scope, then he is free to choose his subs.
Whereas if the contract allows for nominated subs, then the owner has the privilege of choosing.
Irrespective of the method, the main contractor is still responsible for his subs work.(cost / time/quality), because he charges an overhead for this.
The advantage of the latter method is that it offers more flexibility to the owner in the sense, he does not have to finish the design for all trades on the same date he awards the General Contractor.The nominated subs are more likely to be "friendly" to the owner.
I agree with Mr. Bakhsh. The responsibilty in selecting the sub contractor is solely on the Main contractor and the main contractor need to answer for any problems arising (whether it is delay in progress, safety etc) due to sub contractors work. I feel owners need not to deal with so many contractors on site.

To add further, the owner should give the main contractor the list of preferred vendors along with the Contract. Main Contractors should appoint sub-contractor with due confirmation from Owner. The responsibility of Managing sub-contractor,thus, lies with the Main Contractor.
To tie-up Contractually, owner to have in the contract with main contractor that in case of delays in the Project ,the Owner will take all remedial measures at the risk and cost of the Contractor (Main) (which inter-alia means that Owner can take even fiscal measure if the Project is delayed by the Main/ sub-contractor- say for example the work is delayed due to non-payment by Main contractor to sub-contractor). And this way owner can inter-act with sub-contractor in the interest of Project in case the Project is likely to slip due to failure of the Main Contractor.
