The main reason why dollar price is increasing is due to Trade Deficit i.e India's imports are more than exports. Due to which the outflow of dollar increases which leads to increase in price of dollars compared to Indian Rupee.
The other reason is all because of the Foreign investors, the heavy selling of stock in Indian Market by FII's , FDI's and other foreign investors has lead to outflow of dollars.
