It is mostly because the necessary infrastructure is not there in that country at the first place..and they might be not so technoilogically advanced as other countries are and there is no proper system in the place and hence were not able to supress the disease from spreading to other locations......so in a situation like these the 3rd world countries find themselves with their inability against such things...
