I don't think this is a feasible idea as such there are many things that needs to be in place for these outlets to function as banks, may be they can take cheques for the bills and other things for that reason but then still there is no clear...

There has to be a provisioning for cost inflation of the raw material and there should be historic data which can to some extent take care of the same.
