I'll tell you one thing by experience... To find out the time required to complete a Project (Non-IT). Just calculate the fesible extensions the project can have without the Levy of Liquid Delay. That plus a 1/3rd of that time is what it takes. It's a pattern observed in few projects participated by me. So if there are any Construction or Power related projects in hand.. I'd say prepare for that delay before hand.... keeping the project responsibility from your Company's side as tight as you can..
