In my opinion people who break rules "think" they are powerful. It is a psychological disease. They derive pleasure in breaking the rules. As Shri Muralidharan rightly pointed out, no law abiding citizen will ever break the rules.

This draft bill seems to lack wider perspective of the situation. One or two sporadic incidents may happen in a system. Law maker can not generalise it and draft a bill or law to contain such incidents. There other ways to control such incidents....

How can people be so heartless? What makes them so heartless? TERROR is a word which sends chills to our spine. How can someone become s terrorist? We definitely have no answer to this because any explanation cannot be good enough to justify this. A person who hasn't been through any of such terrors might not understand the state of mind of the people who go through this. I am one of those.
