India is still yet to be connected properly, still many basic amenities are not there for everyone, and Urban and rural are totally disconnected interms of technology and communication purpose, if at all, new technologies of information and communication could increase social equity and strengthen cultural diversity, how will that happen, and how can we bridge this Digital divide which is there in India.

Democracy is TOTAL participation. With  Digital Divide a totality is MISSED; we need 100% digital literacy when we lack even in Basic Literacy. Democracy no doubt will be TOTAL only with DIGITAL MEANS BUT with current state of affairs ??
