You are right Mr. JPS kumar,ultimately the cotractor,client consultant trio are equally responsible for all failures, lapses in the road works. So the contractor cannot only be blamed.

Definitely a hard stable shoulder will  lead to a stable road, protected from rain cuts and weathering affect of water plus it adds to the width of existing highway. For lower cost implication, effort should be made for easily available cheap...

I dont know what was the traffic density in the said road..but it may be too heavy to mention a reason by the auther,i dont know whether the roads by NHAI designs after a detailed scientific road study. And  I think the unexpected heavy traffic...
