My idea is to use Aerogenerators which are operating even at very low wind speeds like 0.8 m/s to 3 m/s. And Combining these Aerogenerators with Solar Systems will make a good hybrid power generation systems which could be installed at Huge Barren Land available in plenty in INDIA & by this we can disconnect villages from GRID [from where maximum power theft happens]. My idea is to establish power farms and power co-operatives in villages so that villages can generate and distribute their own power & we are going to save huge amount over import of Crude & LNG. If we could eliminate even 5% of total villages from GRID, It will create a great impact over our economy.

I agree and this needs to be done in grassroot level for small power requirements. Since the power generated from these sources shall be very less compared to big power stations .... I agree your point of view about some national policy.
