Firstly do the time study of all the processes. Then reduce the cycle time by removing non-value adding activities. When the process is concentrated on doing value added activities only, lead times itself decreases.

Lead time can be standardises if the cycle time for the product from a machine is fixed or standardised and it depends on the manufacturing process.
