India is passing through an era of newly found awareness in people resulting in  allegations of corruption, mal-practices, systemic deficiency, governance deficit, black money and impropriety in the ways the governments as well as private bodies function in the country. In short every one blame others but oneself for all the woes in the country.

Many experimentations and efforts Various political and sociological reforms, revamping educational systems, judiciary, and what not to bring a change in the existing system with little impact.

People have become impatient and take on various means like extremist uprisings, falling behind various activists demanding for setting up of a super power body Lokpal as a parallel mechanism to reign in the rulers and the functionaries in the government, judiciary and law and order authorities and private corporate bodies etc., as a means to overcome their current woes.

I am of the opinion that these problems can be mostly overcome with the use of modern technology in every sector. 

1, Use of IT in to eradicate systemic deficiencies. 

Every job can be broken down to tasks and sub tasks and its performance can be monitored by properly designed and programmed computer systems in every unit of government departments, judicial systems, educational institutions, hospitals, service provider systems etc. The remuneration of all employees, peons to ministers,  should be based on their performance. ie. 100% pay for 100% performance and lesser pay for lesser performance based on the computer evaluation of their performance. 

Similarly Super computers shall be employed in replacement of the current form of judicial system. A centralized The super computer can be designed and programmed to deliver judgments without flaw according to law much faster for all court cases by feeding the facts of the case, the arguments and witness statements into the computer. Super computers shall be employed in every sphere to reduce delay and to  erase corruption, nepotism, systemic failures and inefficiency.

2. Use of Bio technology for social change.

Many of these  criminal offenses, rapes of women and abuses of children,  tendency towards, corruption, alcoholism, and many other social evils happen due genetically imbibed mental deficiencies in individuals that cannot be deterredor corrected fully by law and punishments. The viable alternative is find means and methods to make a change in the erring habiits of humans with the help of bio technology sucha the usage of effective medicines for diseases like schizophrenia etc. now.

Other than these, any amount of agitations, Lokpals and many other reformation plans are not going to make any major impact any soon in this country.

We already have a number of computer applications to address the issues faced by the Courts, intelligence agencies, etc.  We have studied a number of things in the past, and we have solutions to many of these problems already.  I would like to share a typical case study, for your information.
Text Mining Solutions –Supreme Court of IndiaBusiness Case
Scenario: Supreme court judges committee decided to have an intelligent text handling capability to analyze their judgments and retrieve appropriate cases matching the context of the current case.
Key challenge is due to overlap of cases (example a murder case in conjunction of a land dispute is categorized both as a civil as well as a criminal case depending on words used in search criteria)
Technology Area:Text Mining, Search Engine & Document Management
Techniques Used:Term Extraction, Automatic text clustering, n-gram Indexing
Solution Conceptualized and created Text Mining solution to enable context based retrieval with free format search criteria. This is a methodology in which firstly all the judgments are summarized automatically, indexed based on the context and advanced search criteria was build on top of that. Both the search criteria as well as automatic summarization of judgments received huge acceptance from judges during the testing period. This solution is first of it‟s kind in Asia-Pacific region to use advanced text-analysis technologies.

Thanks for your comments. Bio Science and Bio technology opens out great opportunities to the modern civilization.
Usage of Super computer system for governance and social systems is perhaps just another vision that can be very well realized by the Indian IT guys. 
Super computers may not be able to substitute judicial system but can supplement it to make it faster. By the way, if judgments are to be done depending on the body language of the defendants, most habitual culprits are best actors and can easily escape punishment.
By the way, how many doctors even bother to look at the patient to diagnose illness. Nowadays most of them depend on lab test results to prescribe medicines that are lately marketed by the medical representatives who  are promoting their business. 

Efficacy of super computer depends on details of proper application development and programming it for specific needs. With modern digital technology, the direct inputs or video tapes of deliberations of the case can be analyzed effectively to arrive in proper judgements. I wish Mr.Narayan Murthy take up a project to develop Super Computers that can help the country in giving efficient governance at all levels without corruption and delay.

I totally agree with you on your pointe mentioed, however what we need is a strong system whether political / admistrative managed by professionals to address all gaps and make a meaningful progress and not just fabricated satistics. Nandan is a fine example in same direction!!

Good analysis Mr. Abraham. I appreciate your view on Bio-tech for social change. Instead of putting the criminals in cells as punishment, if the Government attempt to rehabilitate them and engage them in positive development, almost 80 to 90% of under-trials would be converted into useful citizens of this country. Most of the crimes happen in a spur of moment due to uncontrollable anger. Many realize their mistakes and sulk daily in prison for their act of heinous crimes. Such people need S&T intervention to get them out of this stigma!  Regarding your point no. 1, use Super Computers to award judgement is something that is out of question. Judgement is amount not only reading recitals, hearing arguments, but about the body language of the convict, and many more emotional issues, which a computer by any means fail to take note of while pronouncing judgement!
