Yes it is not the only solution but sometimes circumstances lead to such decisions. Sometimes reducing the number of passengers is the only way to save the ship and here ship is more important to its owners.

Project plan provides better clarity and control over the project to all the stakeholders at any given point of time. The project performance can be measured and accordingly course of actions can be branched out to ensure the stability.
